David L. Richter Named Chief Executive Officer at BE&K Building Group

Richter, PE, PMP, CCQM, has been appointed Chief Executive Officer, effective immediately. Frank Holley, who has served as the company’s CEO since 2019, has transitioned to the role of Chairman as part of a planned leadership succession.

Richter is a civil engineer, attorney, and successful business executive with more than 30 years of experience in executive leadership, strategic planning, project management, infrastructure development, corporate law and governance, and mergers and acquisitions in the engineering and construction industry. Most recently, he was Executive Vice President and Chief Growth Officer with the national engineering and construction firm Atwell, where he led strategic growth efforts which resulted in the doubling of that firm’s annual revenue in just four years. Before that, he worked for 22 years at the global construction management firm Hill International. During that time, he rose from General Counsel to Group President to Chief Operating Officer and eventually to Chief Executive Officer, leading an increase in Hill’s annual revenue from less than $20 million to more than $620 million.

Richter earned his B.S. in management, B.S.E. in civil engineering, and J.D. from the University of Pennsylvania; his M.Sc. in major program management from the University of Oxford; his M.P.A. from Harvard University; and his M.S. in civil engineering from Columbia University. He is a licensed Professional Engineer in Illinois, North Carolina, Texas, and Virginia; a certified Project Management Professional; a Certified Construction Quality Manager; and a Chartered Construction Manager. He has also been named a Fellow of both the Construction Management Association of America and the Chartered Institute of Building.
